If you've already paired your phone with your computer you may want to try deleting the pairing in order to get it to show up in BlueLock. Worked for me, just thought I'd pass along the info.

I've create a new version of Blue Lock so if you have had trouble getting it to recognise your device, please see if the new version works for you. There are two changes:

1) It uses the latest version of the Bluetooth API in the Delphi Jedi project, as there have been a few bug fixes to this

2) I have made various search parameters configurable so you can try experimenting with these - the values are documented at http://msdn2.microsoft.com/en-us/library/aa362925.aspx and allow you to specify the types of devices that are discovered. Each parameter can be set/unset using a checkbox on the main screen.

I will be uploading the new version this evening, the new version number is 1.7 (this will be displayed on the title bar.
